The Notice of Funding Opportunity (NOFO) for the FY2021 Youth Homelessness Demonstration Program (YHDP) is now available. YHDP is an initiative designed to address systemic responses to youth homelessness and significantly reduce the number of youth experiencing homelessness. Through this NOFO, HUD will award approximately $72 million in up to 25 participating communities, with a priority for communities with substantial rural populations in up to eight locations. HUD strongly encourages all communities to consider applying.

Submission Deadline: June 28, 2022 

  • YHDP is an initiative designed to address systemic responses to youth homelessness and significantly reduce the number of youth experiencing homelessness in up to 25 participating communities.  
  • HUD strongly encourages all communities to consider applying. Applications must be submitted through grants.gov (not through e-snaps).   
  • This Application is for your community’s participation in the initiative only. Project funding applications will only be submitted by communities selected to participate.  
  • This Application must be submitted by a community’s Continuum of Care (CoC) Collaborative Applicant but should be co-developed with a broad array of community partners, including a youth action board, a state or local child welfare agency, youth homelessness housing, and service providers, local schools districts, community health organizations, workforce development organizations, law enforcement, judges, corrections, and more. 
  •  Youth leadership is a critical component of the YHDP.  Communities are required to establish a Youth Action Board to guide the Coordinated Community Plan and YHDP project design development.
  • American Indian, Alaska Native tribal governments and organizations may be eligible to receive project funding under this NOFO.  HUD is holding a webinar specifically focused on opportunities for tribal governments and other organizations work with tribal governments and stakeholders for further information on how Tribes and Tribally Designated Housing Entities can be recipients of YHDP funds.  Please note that this webinar will not duplicate information from the general 2021 YHDP NOFO webinar; HUD encourages attending both if possible.  See below for webinar details.
