Subject: Maine Continuum of Care HMIS Lead Agency

MaineHousing has made the difficult decision to step down as the HMIS Lead Agency of the CoC at the end of calendar year 2025. Over the years, the HMIS has seen evolutions in its complexity impacted by a number of factors such as regulatory changes, HUD priorities, system process changes, and demand on the homeless system. As these changes have progressed, Maine’s system has grown in the number of projects and users supported. As the CoC moves to a more data driven approach, we see an opportunity for the CoC to select an HMIS Lead better positioned to scale services and data analysis to the increasing needs of the Continuum and focused priorities of HUD and other federal partners.

We understand a change like this will require thoughtful engagement and time from the CoC, and MaineHousing is willing to support the transition to a new HMIS Lead Agency in a way that aligns with the important data goals and practices of the Continuum.

MaineHousing leadership will be at the upcoming CoC Board meeting on March 6th and general membership meeting on March 20th to update members of each body on this decision. If you have any questions about this decision and the upcoming transition, please contact Kelly Watson, Director of Homeless Initiatives. Formal notification will also be sent to HUD to inform them of this upcoming change.
