FY 2016 Continuum of Care (CoC) Preliminary Annual Renewal Demand (ARD) Report Posted to the HUD Exchange
The FY 2016 CoC Program Preliminary ARD Report has been posted to the HUD Exchange. This is the preliminary report based on the Grant Inventory Worksheets (GIWs) that were sent to all CoCs on June 27, 2016. The report only includes each CoC’s Preliminary Pro Rata Need (PPRN) amount that was finalized during the FY 2016 CoC Program Registration and the preliminary ARD based on the final HUD-approved GIWs as of June 27, 2016. A Final CoC ARD Report will be posted in early August 2016 that will include the final PPRN and final ARD as well as the ARD at 93 percent, CoC Planning, and Permanent Housing Bonus amounts that are available for each CoC.

As a reminder, if your CoC has any changes to the final HUD-approved GIWs that were sent on June 27, 2016, the grace period deadline for those changes is this Friday, July 22, 2016 by 5:00 PM, your local time.

FY 2016 CoC Program Competition – Application Resources

In advance of e-snaps opening, HUD has posted the following Project Application Detailed Instructions to the CoC Program Competition: e-snaps Resources page on the HUD Exchange:

The Instructional Guides for the Renewal Project Application, New Project Application, Budget forms, CoC Planning Project Application, and UFA Costs Project Application will be posted no later than Friday, July 22, 2016.

If you have questions pertaining to e-snaps technical issues, please submit your questions to the e-snaps Ask A Question (AAQ) portal on the HUD Exchange website. To submit a question to the e-snaps AAQ portal, select “e-snaps” from the “My question is related to” drop down list on Step 2 of the question submission process.

If you have questions related to the CoC Program interim rule or a policy related question, please submit your questions to the CoC Program Ask A Question (AAQ) portal. To submit a question to the CoC Program AAQ portal, select “CoC Program” from the “My question is related to” drop down list on Step 2 of the question submission process.

The AAQ portal accepts question submissions 24/7. However, responses are usually provided between 8:00 AM and 5:00 PM Eastern Time, Monday through Friday, except for weekends and federal holidays. Additionally, per the FY 2016 CoC Program Competition NOFA, starting 2 days prior to the application deadline for FY 2016 funds, the AAQ will respond only to emergency technical support questions up to the deadline of Wednesday, September 14, 2016 at 7:59:59 PM EDT.
