Maine’s Homeless Response System depends on many service providers, state agencies, municipalities, faith-based organizations, and others working together to help our most vulnerable neighbors.

Maine Continuum of Care
The Maine Continuum of Care (MCoC) secures HUD funding to create housing and services that help individuals and families exit homelessness and find safe, stable housing.

Statewide Homeless Council
The Statewide Homeless Council (SHC) advises the Governor, Legislature, and various state agencies on how to prevent and end homelessness in Maine. There are three Regional Homeless Councils (RHCs) that bring together providers in their area to address homelessness and coordinate their efforts with the SHC.

Coordinated Entry
Coordinated entry is a consistent, streamlined process for accessing the resources available in the Maine Continuum of Care (MCoC) homeless crisis response system. Through coordinated entry, the MCoC ensures that housing resources and supportive services are used as efficiently and effectively as possible. This is done by quickly assessing individuals and households experiencing homelessness and uniformly connecting them to the housing resource of their choice whenever possible.

Homeless Service Hubs
The Homeless Response Hubs are collaborative multi-agency teams devoted to continuous improvement of the Homeless Response System, driven by quality data. Hub teams identify gaps and inconsistencies by working with a cross-sector team of service providers, municipalities, housing providers, people with lived experience, and others who interact with people experiencing homelessness.
